David Carver says when he loses a tenant in one of his downtown Pittsfield apartments, he can fill the space “within 24 hours.” Carver, deep into the business of apartment building in downtown Pittsfield, says the city’s main artery, North Street, could use at least 200 more market rate apartments along its length. And his company CT Management Group and others, notably Allegrone Construction Co., are hard at work making it happen.
