When Sprague Electric was operating in North Adams, George Ferris recalled, a driver on Main Street at lunchtime couldn’t find a parking spot. “The streets were filled,” said Ferris, 79. Now, there is plenty of parking. The population has decreased, and there are fewer jobs. The tone of the town has changed, with its center moving from factories to art.
